The Delhi High Court has instructed the Delhi government and the Public Works Department (PWD) to decide on a memorandum requesting the construction of a foot overbridge near the Delhi Zoo, located on Mathura Road. A bench consisting of Chief Justice Manmohan and Justice Tushar Rao Gedela directed the concerned authorities to make a decision on the matter within a specified time frame.

The petition, filed by advocate Chandan Kumar Singh, raises significant concerns about pedestrian safety in the area. Singh pointed out that the location near the Delhi Zoo bus stop has been a longstanding traffic problem, particularly for pedestrians trying to cross the busy Mathura Road.

Traffic Safety Concerns Raised by Petitioner

In his petition, Singh highlighted that the removal of a traffic signal at the Zoo Lal Batti during the 2023 G20 summit worsened the situation. Prior to the signal’s removal, the red light effectively regulated pedestrian crossings, ensuring safe passage during high traffic hours. However, without the signal, pedestrians now attempt to cross the road amid active vehicle movement, which has raised serious safety concerns.

Singh emphasized the importance of preventative measures, stating that “prevention is better than cure.” He pointed out that, on a daily basis, advocates and court staff are compelled to risk their safety by crossing the road due to the lack of a foot overbridge or underpass. This dangerous situation forces pedestrians to navigate a busy road without safe alternatives, increasing the likelihood of accidents.

Winter Months Exacerbate Safety Risks

The petitioner further noted that the risk of accidents becomes even more critical during the winter months, particularly between December and January, when heavy fog reduces visibility at the Zoo Lal Batti intersection. The absence of safe pedestrian crossings during these months significantly raises the potential for tragic incidents involving pedestrians.

Singh argue that residents of Delhi, who are often vulnerable to traffic accidents, should not ignore by the government. He called for urgent action to address the safety hazards posed by the lack of proper infrastructure for pedestrians in the area.

Court’s Role in Addressing Public Safety

The Delhi High Court’s intervention is a significant step toward addressing these safety concerns. By directing the Delhi government and PWD to make a decision on the construction of the proposed foot overbridge, the court is prioritizing the safety and well-being of the public, particularly those who regularly cross this dangerous stretch of road.

As the matter progresses, the Delhi government and PWD are expected to evaluate the feasibility of the proposed foot overbridge and take necessary actions to resolve the growing safety concerns raised by the petition.
