Delhi High Court Denies Anticipatory Bail To Man Accused Of Impersonating Judge

The Delhi High Court has refused anticipatory bail to a man accused of repeatedly impersonating senior constitutional and government functionaries, including allegedly posing as a civil servant and a judge of the Patna High Court to obtain sensitive confidential information from authorities.

The court also questioned the Delhi Police’s failure to arrest the accused.

A single-judge Bench of Justice Girish Kathpalia dismissed Manoj Kumar Jha’s anticipatory bail plea and directed the concerned Deputy Commissioner of Police to take necessary action after receiving a copy of the order.

The court noted that there had been no change in circumstances after the Supreme Court had earlier declined to grant him anticipatory bail.

Case Background

The case stems from an FIR registered in 2024 at Parliament Street police station under various provisions of the Bharatiya Nyaya Sanhita (BNS).

According to the prosecution, Manoj Kumar Jha impersonated a civil servant to obtain sensitive confidential information from senior authorities and also allegedly posed as a judge of the Patna High Court. His counsel argued that despite rejection of his anticipatory bail applications in 2024 and 2025 and dismissal of his Special Leave Petition by the Supreme Court on September 8, 2025, the investigating agency had not arrested him, indicating custodial interrogation was unnecessary.

During the hearing, the Additional Public Prosecutor, in the presence of the investigating officer, expressed concern that no steps had been taken to arrest the accused despite the apex court rejecting anticipatory bail.

The High Court also took note of multiple criminal cases against Manoj Kumar Jha across Haryana, Bihar, Punjab and Chandigarh involving allegations of cheating, impersonation, forgery and related offences. It further recorded allegations that he impersonated a Patna High Court judge in Gurugram and allegedly cheated a person of Rs 80 lakh by posing as the Chairman of the National Highways Authority of India in a CBI case.

Finding no change in circumstances, the court dismissed the anticipatory bail plea while directing the concerned DCP to take necessary action.
