West Bengal Governor C.V. Ananda Bose has instructed Chief Minister Mamata Banerjee to report all state cabinet decisions to Raj Bhavan, as required by Article 167 (c) of the Constitution. This directive comes amid turmoil over the rape and murder of a woman doctor at R.G. Kar Medical College & Hospital in Kolkata.
The Governor’s office stated that Article 167 mandates the Chief Minister to inform Raj Bhavan about all cabinet decisions and legislative proposals. Additionally, it is the Chief Minister’s responsibility to update Raj Bhavan on any cabinet-related matters, including decisions by individual ministers not reviewed by the cabinet.

The Governor criticized the state administration and law enforcement for their handling of the case, citing public discontent over perceived deviations from standard procedures. Allegations include misinformation to the victim’s family, tampering with the crime scene, delays in filing the FIR, and mishandling of the victim’s body.
The statement also condemned the Kolkata Police for their inadequate response, which has drawn severe criticism from both civil society and the courts.
