According to a senior Cabinet Minister, the Uttar Pradesh government is preparing to convene the Monsoon Session of the State Legislature either at the end of July or in the first week of August.
The Legislature must convene before 10 August to comply with the constitutional requirement of not having a six-month gap between two sessions.
The Budget Session began on 2 February and adjourned sine die on 10 February.
Under the new Rules of Procedure and Conduct of Business of the Uttar Pradesh Legislative Assembly-2023, the government is to give a week’s notice to convene a session, reduced from the previous 14-day notice period.
A senior Minister in Chief Minister Yogi Adityanath’s administration stated, “We aim to convene the session by the end of July 2024. With minimal pending legislative business, the session is likely to be brief. The state Cabinet will make a final decision soon.”
This session will mark the first face-to-face encounter between the ruling BJP and the Opposition INDIA bloc, which includes the Samajwadi Party (SP) and the Congress, since the 2024 Lok Sabha elections.
The SP, the main opposition party, has yet to appoint a new Leader of Opposition (LoP) following Akhilesh Yadav’s resignation as MLA after his election to Lok Sabha from Kannauj.
The party is in the process of selecting a new LoP and formulating its legislative strategy.
Opposition Voices:
SP Spokesperson Rajendra Chaudhary emphasized the necessity of the session.
He stated that the state government must convene the Monsoon Session, as it is constitutionally mandated. Chaudhary emphasized the need to address pressing issues such as flood-affected districts, agitating youth, law and order, and rising inflation. He also mentioned that the party leadership will soon decide on the new Leader of the Opposition.
Congress Legislature Party leader Aradhana Mishra ‘Mona’ expressed similar concerns.
He noted that they have critical issues to discuss, including youth employment, farmer distress, and inflation. He advocated extending the Monsoon Session to thoroughly debate these matters.
As the state gears up for the Monsoon Session, all eyes will be on the unfolding political dynamics and the pressing issues that will dominate the legislative agenda.
