Russia’s First Deputy Prime Minister Denis Manturov on Thursday arrived in New Delhi to engage in high-level consultations covering defence, energy, trade, and other critical areas of bilateral cooperation.
Sharing news of the visit on the social media platform X, India’s Ministry of External Affairs welcomed Manturov, noting his role as co-chair of the India-Russia Intergovernmental Commission on Trade, Economic, Scientific, Technological & Cultural Cooperation.

Manturov will meet External Affairs Minister S Jaishankar, National Security Advisor Ajit Doval, and Finance Minister Nirmala Sitharaman, and conduct other bilateral talks to deepen strategic ties.
Key topics include defence and security collaboration, energy supply, and trade relations, with particular attention to the implications of the ongoing West Asia conflict.
Officials emphasised that the visit comes at a crucial time for energy cooperation, as Russia has recently resumed its position as India’s largest crude oil supplier following a month-long US sanction waiver.
Earlier consultations in New Delhi, co-chaired by Foreign Secretary Vikram Misri and Russian Deputy Foreign Minister Andrey Rudenko, reviewed progress in bilateral relations and global regional developments.
Manturov’s engagements also aim to evaluate the economic and geopolitical impact of the West Asia conflict, particularly concerning energy supply disruptions and strategic cooperation, while building on the decisions made at the India-Russia Summit held last December, which focused on boosting trade, economic partnership, and defence collaboration.
Across New Delhi, officials view the visit as a major step in reinforcing the longstanding India-Russia partnership, emphasising shared interests in security, economic resilience, and regional stability.
