In a significant administrative move, Research and Analysis Wing (R&AW) Chief Parag Jain (IPS:1989:PB) has been assigned additional charge as Secretary (Security), Cabinet Secretariat.
The appointment places him in charge of India’s top-tier security coordination and oversight of the Special Protection Group (SPG).
According to an official order issued by the Department of Personnel and Training (DoPT) on Wednesday (12 November 2025), the competent authority approved Mr Jain’s additional assignment with immediate effect.
The charge will continue until the appointment of a full-time successor or until further notice, whichever occurs earlier.
Position Vacant Since July 2025
The post of Secretary (Security) has remained vacant since the retirement of Harinath Mishra (IPS:1990:KL) on July 31, 2025.
The government had previously appointed RA Chandra Sekhar (IPS:1991:KL), Special Director in the Intelligence Bureau, as Mishra’s successor.
However, before assuming office, he was repatriated to his cadre to serve as Director General of Police (DGP), Kerala.
Following Mishra’s retirement, Manoj Govil (IAS:1991:MP), Secretary (Coordination), Cabinet Secretariat, temporarily handled the additional responsibility.
The Secretary (Security) acts as the administrative head of the SPG, the elite security unit tasked with protecting the Prime Minister and his immediate family residing at the official residence.
Mr Jain’s appointment ensures continuity in leadership and reinforces the government’s focus on maintaining operational efficiency in national security management.
