Prime Minister Narendra Modi laid out a vision of governance anchored in public trust and self-reliance at the Hindustan Times Leadership Summit 2025. He also called for a decisive break from colonial-era attitudes.
He stressed that a transformative governance model requires both economic reforms and a philosophical shift in mindset.
In a major reform aimed at reducing bureaucratic hurdles, PM Modi announced that self-attestation would now suffice for many official procedures.
This initiative, part of the Jan Vishwas Bill provisions, also includes the decriminalisation of minor compliances, simplifying government interactions and empowering citizens to navigate administrative processes without unnecessary red tape.
The Prime Minister highlighted the success of guarantee-free loans as a tool for financial inclusion. He revealed that Rs 37 lakh crore has already been disbursed to small vendors, hawkers, and economically weaker sections.
“Even those demanding just Rs 1,000 are receiving loans without guarantees. This is governance that trusts its people,” PM Modi declared, emphasising that empowerment through financial support is central to his administration’s philosophy.
Reclaiming Unclaimed Funds
Prime Minister Modi drew attention to unclaimed public funds lying idle across banks, insurance companies, and mutual funds. He also highlighted dividends, with the total amount exceeding Rs 1 lakh crore.
To address this, the government has initiated district-level camps to assist citizens in claiming their rightful earnings.
Thousands of crores have already been returned through these efforts.
The Prime Minister described these efforts as a mission to restore faith between the government and its people.
In a deeply personal appeal, PM Modi urged citizens to shed what he called ‘Macaulay’s slavery mindset’ by 2035. He set a ten-year goal for India to overcome colonial legacies and instil a sense of national confidence.
He said, “I cannot do this without the support of the people of this country. We must not follow the footprints of others — we have to make our line bigger. Against all odds, we must march ahead.”
PM Modi’s address combined economic measures with a philosophical message: governance must not only deliver development but also inspire collective confidence and a self-reliant spirit.
By promoting trust, reducing bureaucratic burdens, and empowering citizens economically, the Prime Minister emphasised the importance of public faith.
He positioned this trust as the cornerstone of India’s future growth and national independence.
