Prime Minister Narendra Modi on Saturday declared that the HCL-Foxconn semiconductor facility in Uttar Pradesh marks a decisive stride towards technological sovereignty.

He said the project will elevate India’s standing within the global semiconductor value chain.

The Prime Minister inaugurated the joint venture, India Chip Private Limited, via video conference from the Yamuna Expressway Industrial Development Authority site.

The plant represents a collaboration between HCL Technologies and Foxconn.

The facility will function as an Outsourced Semiconductor Assembly and Test (OSAT) unit. Developers are establishing the project with an investment exceeding Rs 3,700 crore.

The Prime Minister stated that Uttar Pradesh is fast emerging as a critical node in India’s expanding semiconductor ecosystem.

He emphasised that domestic chip production is vital for electronics, automotive manufacturing and digital innovation.

PM Modi said India is progressing steadily towards self-sufficiency in semiconductor manufacturing.

Boost To Chip Manufacturing

The OSAT plant will produce display driver chips used in mobile telephones, laptops, automobiles and consumer electronics.

Once operational, it will process nearly 20,000 wafers each month. This capacity will reduce reliance on imports and fortify domestic supply networks.

The Prime Minister described the present decade as India’s ‘tech-ade’.

He asserted that semiconductor investments are shaping the country’s leadership in next-generation technologies.

Although India joined the semiconductor race later than several nations, he said the pace of advancement has been swift.

Under the India Semiconductor Mission, authorities have approved ten semiconductor projects. Four of these units are approaching commercial production.

The Prime Minister also referenced the recent India AI Impact Summit in Delhi, where international leaders commended India’s digital vision.

He described the current week as a landmark in the nation’s technological evolution.

PM Modi added that the new facility will generate thousands of direct and indirect employment opportunities for engineers, technicians and skilled personnel.

It will stimulate ancillary industries, encourage start-ups and support chip design centres.

Its proximity to Jewar Airport will enhance logistics efficiency and strengthen global connectivity.
