Microsoft has issued a warning, signalling China’s intentions to disrupt forthcoming elections in India, the United States, and South Korea through the deployment of AI-generated content. This alert follows China’s trial during Taiwan’s presidential election, where AI was utilized to influence outcomes.
In a recent meeting between Microsoft co-founder Bill Gates and Indian Prime Minister Narendra Modi in New Delhi, discussions revolved around leveraging AI for societal benefits, particularly focusing on women-led development and innovation in health and agriculture.
With national elections anticipated in at least 64 countries worldwide, along with the European Union, representing nearly half of the global population, Microsoft’s threat intelligence team predicts targeted interference. It’s anticipated that Chinese state-backed cyber groups, with potential involvement from North Korea, will aim to sway public opinion through AI-generated content disseminated via social media.
The proliferation of AI in political discourse raises concerns regarding deceptive practices, including the creation of “deepfakes” and the fabrication of events. Such tactics aim to mislead voters about candidates’ positions and the authenticity of events, potentially undermining the democratic process.
While the immediate impact of AI-generated content remains limited, Microsoft warns that continued experimentation by China could lead to more effective manipulation over time. China’s previous efforts to influence Taiwan’s election involved circulating AI-generated disinformation, setting a precedent for foreign election interference.
During the Taiwanese election, a group known as Storm 1376, supported by Beijing, utilized AI-generated content such as fake audio endorsements and memes to discredit candidates and influence voter perceptions. This tactic mirrors Iran’s use of AI-generated TV news anchors for similar purposes.
Microsoft underscores the urgency of addressing the threat posed by AI in elections to safeguard the integrity of democratic processes worldwide.
