The Delhi High Court has emphasized that Jawaharlal Nehru University (JNU) cannot deny hostel accommodation to any disabled student, citing the university’s rules. Justice C Hari Shankar’s bench ordered JNU to allocate hostel accommodation to the petitioner student within a week upon receipt of the court’s order.
Highlighting Rule 3 of the Hostel Manual, the court affirmed that disabled students, including the petitioner, have the right to receive free hostel accommodation on campus until completing their Master’s degree course in Sociology. The petitioner, Sanjeev Kumar Mishra, filed a petition stating that since enrolling in the MA Sociology program in November 2022, he has been deprived of hostel facilities.

Sanjeev Kumar Mishra made multiple requests
Sanjeev Mishra, asserting his 100 percent disability, has highlighted a discrepancy in hostel accommodation at JNU. Mishra, who previously availed hostel facilities during his BA and another course, claims to have been denied accommodation upon admission to MA Sociology. Despite repeated appeals to the JNU administration, no resolution has been reached. The administration, however, contends that as Mishra is pursuing a second master’s level course, he is not eligible for hostel accommodation under the JNU Hostel Manual.
