Haryana Cabinet Accepts Supreme Court Ruling On SC/ST Sub-Categorisation, Announces Free Dialysis

The Supreme Court’s August ruling allows for sub-classification within SC/ST categories to better allocate affirmative action benefits

SC/ST Sub-Categorisation

In its first meeting, the newly formed Haryana Cabinet, chaired by Chief Minister Nayab Saini, decided to implement the Supreme Court’s decision on sub-categorisation within Scheduled Caste (SC) and Scheduled Tribe (ST) reservations. This move aims to ensure a fair distribution of benefits among SC and ST communities, targeting sub-groups with lesser representation in jobs and education.

Supreme Court Ruling Implemented

The Supreme Court’s August ruling allows for sub-classification within SC/ST categories to better allocate affirmative action benefits. Haryana will now assign specific quotas within the existing 22.5 per cent reservation—15 per cent for SCs and 7.5 per cent for STs—to sub-groups in need. This decision follows the Supreme Court overturning a 2004 judgement that disallowed such sub-categorisation.

Cabinet Announces Free Dialysis and Job Promises

In addition to the sub-categorisation decision, the Cabinet announced free dialysis for kidney patients in all government hospitals. Chief Minister Saini highlighted that this was a key election promise, and the government will now cover the monthly cost of dialysis, which can range from Rs 20,000 to Rs 25,000. He also reassured farmers about fair MSP purchases and vowed to create 50,000 jobs, with 15,000 already provided and 25,000 more on the way, ensuring transparency in recruitment.
