The Federation of Resident Doctors Association (FORDA) has formally approached Prime Minister Narendra Modi following the cancellation of the NEET-UG 2026 examination amid allegations of a major paper leak.
In a letter dated May 13, 2026, the association expressed serious concern over repeated failures in the country’s medical entrance examination system and called for immediate action to restore confidence among students and families.
FORDA submitted a five-point demand to the Prime Minister’s Office, seeking exemplary punishment for all individuals involved in the alleged paper leak, including paper setters, officials of printing agencies and coaching institute operators.
The association demanded non-bailable charges and confiscation of assets for those found guilty.
FORDA urged the government to set up fast-track courts for examination fraud cases and resolve them within three months.
The association also demanded a strict central law making paper leaks cognisable and non-bailable offences with mandatory punishment. It further called for NEET-UG to shift to a secure computer-based testing system similar to IIT-JEE, citing vulnerabilities in the current pen-and-paper format.
FORDA also sought a transparent and secure re-examination under the supervision of the Supreme Court to safeguard the academic future of lakhs of students affected by the cancellation.
FORDA said the controversy has affected nearly 23 lakh medical aspirants and their families, many of whom spent years preparing for the examination.
The association stated that repeated paper leaks could damage the credibility of India’s medical entrance system and delay admissions. It also highlighted the financial burden on families who spent heavily on coaching, travel and accommodation, and urged the government to take immediate action to ensure justice for affected students.
