To protect the rights and interest of Assamese, Himanta Biswa Sarma government in Assam has made it mandatory to have proficiency in local language to make it to government jobs in Assam.
Chief Minister of Assam said that Permanent Residence Certificate (PRC) is not enough to protect the right of Assamese. Citing the reason Sarma said that since anyone who have lived in Assam for 3 years can claim for PRC.
Chief Minister’s remark came after the decision of the Higher Education Department. The Department announced PRC’s exemption for the appointment of assistant professors, librarians, and Grade III and IV employees in colleges.

He said that the state administration has made proficiency in the local language a requirement for selection. Safeguarding the rights and interests of the local populace, is the reason that he cited.
Assam Education Minister Ranoj Pegu stated in X, “The Notice pertaining to Permanent Residential Certificate (PRC) was issued by the Director of Higher Education without approval of the government. The DHE has been instructed to withdraw the notice immediately.”
Sarma stated in X, “Enquire further on what authority the Director of Higher Education issued this circular. Such a circular could only have been issued by the Government, not by a directorate”.
Several sectors criticized the DHE’s circular. The All Assam Students Union (AASU) denounced the action and demanded that the government show “more responsibility towards local people.”
The AASU also demanded the revocation of the circular.
On the other hand, in a July 4 circular to college principals, the Assam Higher Education Department stated that the PRC is not a requirement for the employment of assistant professors, librarians, or grade III and grade IV staff in institutions.
