Dr Rajeshwar Singh Proposes AI-Powered Humane Monitoring System For Uttar Pradesh Slaughterhouses

BJP legislator Dr Rajeshwar Singh has submitted a detailed policy paper to Chief Minister Yogi Adityanath, recommending the introduction of an AI-powered Humane Monitoring System across Uttar Pradesh’s slaughterhouses.

The proposal advocates for a technology-driven, transparent, and compassionate framework to regulate operations and prevent animal cruelty.

Praising the Chief Minister’s commitment to cow protection and compassionate governance, Dr Singh said, “Under Yogi Ji’s leadership, Uttar Pradesh has placed animal welfare at the core of state policy. It is now essential to extend the same sensitivity and transparency to slaughterhouse management, in keeping with the spirit of Article 48 of the Constitution.”

The document highlights major concerns regarding inadequate oversight and inhumane practices in slaughter facilities. Data cited from NCRB, AWBI, and the state’s Animal Husbandry Department indicate widespread issues such as non-functional CCTV systems, slaughtering of pregnant animals, and weak enforcement of welfare standards.

According to Dr Singh, artificial intelligence could transform animal protection by enabling real-time video analysis.

AI-enabled cameras would automatically detect violations such as overcrowding, improper stunning, or the slaughter of pregnant animals, and instantly alert district authorities for swift intervention.

He further proposed linking all licensed slaughterhouses to the State Command and Control Centre. This would allow centralised monitoring and quick action in cases of abuse or rule violations.

Key policy recommendations include:

  • Mandatory AI and CCTV surveillance with 24×7 monitoring.
  • Strict enforcement of humane slaughter protocols ensuring rest, health certification, and sanitary conditions.
  • Establishment of a Transparency Portal for public access to inspection data.
  • Integration of FSSAI and local bodies to ensure licence renewal only after humane compliance.
  • Introduction of a ‘Humane-Certified Meat – UP’ label to promote ethical and globally aligned meat production.

Citing models from the UK, Germany, and New Zealand, Dr Singh noted their success in creating humane and transparent slaughterhouse systems. He further said Uttar Pradesh could follow suit with its own AI-based model.

The proposed system, he added, could make the state India’s first AI-enabled humane governance example, uniting compassion with modern technology.

“This is not merely about faith or food, it is a test of compassion and civilisation,” Dr Singh further said. “By integrating AI with governance, Uttar Pradesh can set a global precedent for ethical and transparent administration.”
