Delhi Chief Minister Rekha Gupta on Thursday announced a major administrative reform under which the national capital will be reorganised into 13 revenue districts, up from the existing 11, to enhance governance efficiency and citizen services.

The decision was approved during a Cabinet meeting chaired by the Chief Minister. According to an official statement, the restructuring marks a significant step toward simplifying administration and improving coordination across departments.

CM Gupta said, “No previous government had addressed this long-pending decision to strengthen Delhi’s administrative framework.”
She added, “Our government has achieved this objective in just 10 months. It is a powerful example of implementing Prime Minister Narendra Modi’s vision of good governance on the ground.”

Govt Says Reorganisation Will Improve Coordination and Service Delivery

Highlighting the importance of district administration, the Chief Minister noted that it forms the closest link between the government and citizens. She said that Delhi’s rapidly rising population, ongoing construction, urban expansion and increasingly complex civic needs made it essential to strengthen administrative structures.

“Considering Delhi’s rapidly growing population, construction activity, urban expansion, and increasing complexity of civic services, it has become essential to make the district administration more organised, effective, and accountable,” she said.

Gupta emphasised that smaller and more balanced districts would allow quicker service delivery, faster grievance redressal and improved monitoring. The number of districts will now rise from 11 to 13, and subdivisions from 33 to 39.

She further explained that for many years the boundaries of revenue districts did not correspond with those of the Municipal Corporation zones, NDMC or the Delhi Cantonment Board, leading to delays, confusion in complaint handling, and gaps in land record management.

After the reorganisation, the boundaries of all 13 districts will be fully aligned with the Municipal Corporation, NDMC and the Delhi Cantonment Board to streamline administration and enhance inter-departmental coordination.

As part of the reform, the Delhi Government will also set up modern, multi-departmental Mini Secretariats in all 13 districts. These complexes will house key services such as Revenue Offices, SDM, ADM, Tehsil and Sub-Registrar Offices, allowing citizens to access multiple services from a single location.
