Delhi Police makes committee to study three criminal laws
Officials said on Wednesday that the Delhi Police has formed a 14-member team to research the three new criminal laws and provide study guides for its staff. The three laws — Bharatiya Nyaya Sanhita, Bharatiya Sakshya Adhiniyam and Bharatiya Nagrik Suraksha Sanhita — have received President Draupadi Murmu’s clearance and should hear from us later this month.
The panel for discussion
Deputy Commissioner of Police Joy Tirkey, Additional DCP Uma Shankar, Assistant Commissioner of Police Hari Singh, Inspectors Rajiv Kumar, Rajeev Bhardwaj, Naresh Malik, Devender Singh, Arun Kumar, Suresh Kumar, Anil Berwal, and Sanjeev Kumar, as well as two sub-inspectors, Somveer and Rajni Kant, will make up the panel, which will be led by Special Commissioner of Police Chhaya Sharma.
According to an official, the committee headed by Sharma will be responsible for creating course materials that will enable the force’s investigating officers to study and practically comprehend new regulations as well as modifications to existing ones.
The committee may bring in attorneys and retired police officers to help polish the course materials and make sure they are in line with the legal system, according to a directive dated January 2 from the Delhi Police Headquarters.
More Delhi Police members to be added to the committee to study criminal laws
According to the order, the co-opted members would also be helpful in the future while teaching Delhi Police officers and preparing them for real-world BNS, BSA, and BNSS applications. Officials said that criminal attorneys Raunak Singh and Akhand Pratap Singh, as well as retired ACPs Rajender Singh and Ram Singh, have been named co-opt members of the Delhi Police.
“This committee shall also endeavour to update the skills of the investigating officers under the new laws as mentioned above so that once the notification for application and change over from old CrPC, IPC and IEA to new BNSS, BNS and BSA respectively is done, our IOs or staff should be well aware of the procedural aspects as well as the nuances of the changes made in the new sections,” the order said.
New training materials to be developed
The committee may start developing new training materials that Delhi Police would employ for its officers to study at Delhi Police Academy and to use as ready reckoners. The order further stated that the Committee will simultaneously consult the National Police Academies (NPA), National Law Universities (NLU), and Judicial Academy for excellent references and training materials to be incorporated in our documents. The Committee will also consult the District DCPs and Joint CPs of Delhi Police for improvements in the material.
