The Delhi Police have registered a First Information Report. They acted after noting reports that an unpublished book by former Army Chief General MM Naravane is circulating online without official approval.
The book, titled Four Stars of Destiny, has not yet received the required clearances from competent authorities.
Despite this, reports emerged on social media platforms and online discussion forums suggesting that a pre-print version was already available on the internet.
Police sources said a preliminary inquiry confirmed the presence of a type-set PDF copy of the manuscript on certain websites.
The digital file reportedly carried the same title and appeared to have been prepared by Penguin Random House India Private Limited.
Investigators also found that several online retail and marketing platforms were displaying the final cover image of the book. These listings created the impression that the publication was already available for purchase, despite the absence of official clearance.
Given the sensitivity surrounding the matter and the author’s former position as Chief of the Indian Army, Delhi Police registered the case with its Special Cell.
Officials said the specialised unit would examine potential security, legal and procedural implications.
The investigation will focus on identifying how the manuscript entered the public domain.
Police will probe who uploaded the document online and whether any coordinated network facilitated its unauthorised circulation.
Investigators are tracing digital footprints linked to the leaked PDF. They are also coordinating with online platforms to determine the source, timeline and scale of the dissemination.
The case gained wider attention following a recent political flashpoint.
Last week, Congress leader Rahul Gandhi was seen holding what was claimed to be a copy of the book within the Parliament complex.
The episode sparked sharp political reactions and led to repeated disruptions in the Lok Sabha.
The unrest culminated in the suspension of eight Members of Parliament for the remainder of the ongoing Budget Session.
Police officials said the inquiry will proceed strictly under the law. Any findings on the leak, publication breach or unauthorised circulation will determine further legal action.
Authorities reiterated that unpublished material, especially involving former senior military officials, remains subject to stringent clearance norms before public release.
