Delhi Police Special Cell on Saturday arrested nine individuals allegedly linked to a Pakistan-based ISI and underworld network operating through multiple channels across India.
Officials also detained several other suspects for questioning as investigations continue.
According to investigators, nearly 600 people across the country allegedly maintained contact with Pakistani gangster Shahzad Bhatti, primarily through social media platforms and other communication networks.
As part of the operation, police arrested Sajid Mehboob Sheikh, also known as Arbaz Khan, from Mumbai’s Kurla area.
Officers also apprehended Tauqeer Rizwan Sheikh from Mumbra. Authorities subsequently brought both accused to Delhi for further interrogation.
Police stated that handlers allegedly instructed the two men to travel to Delhi, where they were expected to receive details regarding future assignments.
Investigators also alleged that operatives provided funds to support their travel and activities.
The arrests followed coordinated raids conducted in Kurla and Mumbra.
Investigators claim the operation exposed an alleged connection involving underworld don Dawood Ibrahim and Pakistan’s Inter-Services Intelligence agency.
The Special Cell recovered a substantial cache of weapons during the crackdown.
Officials confirmed that several suspects of Nepalese origin also feature among those arrested. According to police sources, Pakistani intelligence operatives allegedly nurtured the module over an extended period.
Sources said that the group allegedly identified sensitive locations, including nuclear facilities, airports, railway stations, and power plants, as potential targets.
Officials revealed that security agencies had monitored the network for a considerable period before launching the operation.
Investigators are now examining foreign funding routes, cross-border links, and the involvement of overseas handlers.
Delhi remains on heightened alert following intelligence warnings regarding possible terror threats.
Earlier this month, agencies warned of possible attacks on key offices and crowded areas through suicide attacks, IEDs, and shootings.
Police have instructed all district units to remain vigilant and maintain close coordination with intelligence agencies and central security forces.
Officials added that foreign-based terror handlers increasingly use encrypted platforms, social media channels, and sleeper cells to recruit and direct operatives within India.
