The Delhi High Court has raised concerns over the non-implementation of the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) in Delhi. A division bench comprising Justice Pratibha M Singh and Justice Manmeet Pritam Singh Arora is hearing a PIL filed by all seven BJP MPs from Delhi. The court has given the Delhi government one last opportunity to file its reply and scheduled the next hearing for January 13.
During the proceedings, the court questioned why Delhi has not implemented the AB-PMJAY despite its success in 33 states and union territories. The judges stressed that Delhi is no different from other parts of the country.
The PIL argues that the non-implementation of AB-PMJAY deprives beneficiaries in Delhi of the promised Rs 5 lakh insurance coverage. This coverage aims to shield individuals from catastrophic medical expenses for secondary and tertiary care in empanelled hospitals. The petition criticized Delhi’s healthcare system, pointing out poor infrastructure and outdated medical equipment. The lack of functioning CT scan facilities for needy patients was also highlighted.
The petition outlined the cost-sharing mechanism of AB-PMJAY, where the Central government covers 60% of expenses for Union Territories with legislatures, while the local government bears 40%. The predecessor bench had previously slammed the Delhi government for inadequate healthcare infrastructure and lack of funds.
The court emphasized the need for updated facilities and efficient healthcare services, urging the Delhi government to take immediate action. It highlighted that the successful implementation of the scheme in other states proves its feasibility in Delhi.
The matter will continue on January 13, with the court seeking decisive action to address the delays in implementing AB-PMJAY.
