The Delhi High Court has mandated several guidelines to ensure the enrollment of EWS (Economically Weaker Section) and DG (Disadvantaged Groups) category children in non-aided private schools across Delhi. Justice Swarn Kanta directed these schools to enroll EWS and non-EWS students smoothly, following the principles of the Right to Education Act. Schools must appoint a nodal officer responsible for overseeing the enrollment process. This officer will act as the primary contact and guide for parents and guardians, ensuring no barriers to enrollment.
Language and Process Requirements Addressed
To address language barriers, Justice Kanta instructed schools to issue circulars and notices in both Hindi and English. Schools must also provide a clear enrollment process as outlined by the Directorate of Education (DOE) through a computerized lottery system. This process should include specific dates and times for student reporting and list all required documents for parents. The court emphasized that schools must display these notices prominently in the office and the nodal officer’s room to avoid delays.
The court also ordered the education department to assign a single identification number to multiple schools operating under the same society. This measure aims to prevent confusion and streamline the RTI process. These directives come in response to petitions highlighting the issues faced by parents and students during the EWS/DG admission process.
