Delhi HC Directs Government To Create Action Plan For Bomb Threats In Schools

The court also directed the government to establish a grievance redressal mechanism for bomb threats in schools. It stressed the need for an effective strategy to handle such situations

The Delhi High Court has directed the Delhi government to create an action plan and a standard operating procedure (SOP) to tackle bomb threats in the capital. The court ordered the government to implement the plan within eight weeks.

Justice Sanjeev Narula stressed the need for a clear definition of roles for stakeholders like law enforcement, school management, and municipal officials. He said proper coordination and swift action are essential during emergencies. The court issued the directive while hearing advocate Arpit Bhargava’s petition. Bhargava highlighted the absence of a plan to handle bomb threats in schools and ensure the safety of students and staff.

SOP to Involve Schools and Authorities

Justice Narula instructed the government to consult stakeholders, including school representatives, police, municipal officials, and state departments, while drafting the SOP. The court asked the government to circulate the final plan among all concerned parties. It also directed authorities to conduct regular training sessions for students, school staff, and officials to ensure smooth implementation.

Focus on Grievance Redressal and Deterrence

The court ordered the government to establish a grievance redressal system for bomb threats in schools. It stressed the need for a comprehensive strategy to deal with such threats. Justice Narula also asked officials to punish offenders severely to deter similar actions. He said strict penalties would send a strong message to the public and uphold safety measures.
