CMD Upendrra Rai’s Intervention Brings Clarity On SMC Guidelines For Private Schools

The Education Ministry has issued an official clarification addressing the controversy over the School Management Committee (SMC) Guidelines-2026.

The move follows widespread concerns raised by private school operators across the country and brings greater clarity to the implementation of the rules.

The guidelines released on 11 May 2026 proposed the formation of SMCs across all schools. These included government, aided, and private institutions.

This announcement led to confusion and dissatisfaction among private school operators nationwide, who questioned the applicability of the rules.

Bharat Express CMD and Editor-in-Chief Upendrra Rai strongly highlighted the issue through detailed coverage and discussions.

The platform raised a critical question about whether private unaided schools would also need to comply with the guidelines.

In a letter dated 20 May 2026, the Education Ministry clarified that private unaided schools falling under Section 2(n)(iv) of the Right to Education Act, which do not receive financial support from the government or local authorities, will not be mandatorily covered under the SMC Guidelines-2026.

The Ministry, however, encouraged these institutions to voluntarily establish SMCs to improve transparency and foster community participation.

Additional Secretary Archana Sharma Awasthi issued the clarification.

Following the clarification, private school operators across India expressed relief. Many stakeholders stated that without timely intervention, the guidelines could have created unnecessary administrative pressure on a large number of institutions.

Members of private school organisations acknowledged the role of Bharat Express News Network and CMD Upendrra Rai in bringing attention to the issue. They noted that the proactive approach of the media helped ensure that their concerns reached the government effectively.

The clarification will likely ease tensions within the education sector and also provide a clearer path for implementation. It also highlights the growing importance of media engagement in shaping policy responses and addressing stakeholder concerns.
