Certain “codes” found in documents seized in the alleged municipalities’ recruitment scam in West Bengal remain the final hurdle for CBI and ED officials to investigate in order to uncover the full extent of the corruption.
Sources indicate that while the Central Bureau of Investigation (CBI) and the Enforcement Directorate (ED) have successfully decoded some of these codes, others remain a challenge. Decoding these remaining codes is crucial to tracing the money trail and identifying the primary beneficiaries of the alleged scam.

The presence of these codes was first detected last year when ED officials raided the residence of Ayan Sil, a private promoter and co-accused in the multi-crore school job case in West Bengal, who is currently in judicial custody. During the raid, officials found a 28-page document that provided initial insights into the municipalities’ job case, along with some scribbled codes. Additionally, a personal diary belonging to Sil contained similar codes and detailed the amounts fixed for various job categories in municipalities, primarily in the Kolkata-adjacent North 24 Parganas district.
Subsequent documents seized during further investigations also featured these codes. Officials estimate that, on average, Rs 5,00,000 was involve in each irregular recruitment, leading them to believe that the total financial involvement in these municipalities’ job irregularities amounts to around Rs 100 crore. Decoding the remaining codes is expected to reveal a clearer picture of the money trail and identify the principal beneficiaries of the scam.
