Union Home and Cooperation Minister Amit Shah on Tuesday launched the FCRA 2.0 portal and the e-OCI card in New Delhi as part of the Centre’s efforts to make governance more transparent, efficient and citizen-friendly.
According to the government, both initiatives aim to enhance public convenience and simplify administrative processes.
The e-OCI card will likely benefit more than 5 million Overseas Citizens of India (OCI) cardholders living across the world.
Speaking at the launch, Shah said the government under the leadership of Prime Minister Narendra Modi is working on the principle of ‘Minimum Government, Maximum Governance’. He said that when intentions are clear, policies are transparent, and there is a willingness to adopt technology, governance becomes easier for honest citizens while creating greater challenges for those engaged in wrongdoing.
The Home Minister said that before 2014, the system under the Foreign Contribution (Regulation) Act (FCRA) was largely dependent on paper-based processes and had limited monitoring mechanisms. He added that the Modi government has simplified FCRA-related procedures while strengthening oversight.
Shah said the development of the FCRA 2.0 portal was necessary in view of the rising number of applications and increasing inflow of foreign contributions, making reduced paperwork and effective monitoring of foreign funds important from a national security perspective.
The FCRA 2.0 portal will likely make the application process faster and simpler, reduce paperwork, enable real-time monitoring of foreign contributions and eliminate the need for physical submission of documents.
Shah said the objective of the FCRA law is not only to regulate procedures but also to ensure that foreign funds are used transparently and not for any illegal or improper purpose.
