1 Notorious Agent Arrested, Used To Dupe People On The Pretext Of Sending Them To USA Via Mexico Route

The present FIR was registered at PS IGI Airport on the complaint of Mr. Praveen Kumar, SA/G, Immigration, IGI Airport.

With the arrest of 1 agent and 1 passenger, the team of PS IGI Airport has busted an immigration racket and succeeded in solving a case vide FIR No. 431/23. Dated 21.07.23 U/s 420/468/471 IPC & 12 Passport Act, PS IGI Airport, Delhi. Further, in continuation of its stringent drive against the agents involved in immigration frauds, the team of IGI Airport has been successful in arresting 10 more agents in 08 different cases in the last one month of July alone. Moreover, in the wake of the upcoming G-20 Summit, the team of PS IGI Airport has been on its toes against the Touts operating at the IGI Airport and thereby, total 192 cases of Touting have been registered till date (up to 31.07.23) in the year 2023, in which 246 persons have been arrested and 152 vehicles have been seized. In the year 2023 (up to 31.07.2023) 138 cases of cheating/forgery were registered and 202 persons were arrested.

INCIDENT: –

The present FIR was registered at PS IGI Airport on the complaint of Mr. Praveen Kumar, SA/G, Immigration, IGI Airport who stated that while he was performing counter officer duty in the Immigration Arrival wing, IGIA T3, one Pax namely Akash arrived from Dubai and during immigration clearance, it was noticed that two Ukrainian Immigration stamps, dated 29.06.2021 & 20.02.2022 were found stamped on his passport, whereas, no corresponding Indian departure stamp was there indicating that the Ukrainian immigration stamps are fake. The pax was arrested and thoroughly interrogated.

TEAM AND INVESTIGATION CONDUCTED: –

In view of large-scale scams running worldwide, duping people on the pretext of sending them to foreign countries and bursting the whole nexus, a team consisting oflO/Insp Ajay Kumar Yadav, HC Vinod No. 280/A and Ct. Nitin No. 286/A was constituted under the leadership of Insp. Yashpal Singh, SHO/ IGI Airport and supervision of Sh. Virender Mor, ACP/IGI Airport with the specific tasks to locate the movement of alleged travel agents. The team minutely scrutinized the modus operandi of the alleged agent namely Sukhwinder@ Sukkhi. After careful analysis of the call records of arrested persons and through electronic surveillance, the team intercepted the location of the alleged agent in Mohali, Punjab. The team immediately left for Mohali, however, before the team could reach Mohali, the agent started moving from his location. The team kept trailing him and after 3-4 hours and travelling 130 kms in chase of accused, the team finally intercepted Agent Sukhwinder Singh @ Sukkhi in Kamal, Haryana, where accused had come to avoid the police. After his arrest, agent Sukhwinder Singh @ Sukkhi disclosed that he was to send the passenger to USA via illegal route of Mexico, with the help of another agent. The job of Sukhwinder @ Sukkhi was to take the passengers along with him to various countries, dodging their Immigration. For this whole arrangement, they charged Rs. 32 lakhs per pax.

RECOVERY

01 Mobile Phone of the accused agent namely Sukhwinder Singh @ Sukkhi and his Passport, indicating that he traveled with the pax from India to Baku, Azerbaijan via Malaysia, Maldives and Dubai.

DETAILS OF ACCUSED ARRESTED

I) Akash s/o Tatbir Kumar r/o Vill Sahabpur, PO-Hartan, Yamunanagar, Haryana, Age 22 Years.
2) Sukhwinder Singh Bimbro @ Sukkhi s/o Sh. Jora Singh r/o VPO Bhago Majra, Teh. Mohali, Distt. SAS Nagar, Punjab, Age : 43 yrs

Further, the IGI Airport unit is committed to its pledge to take stringent action against agents involved in immigration fraud and to protect people from being duped by fake immigration agencies. Apart from the above-mentioned agent, 10 more agents in 08 different cases in the last one month of July have been arrested.
The details of the arrested agents are as under: –
1.) In FIR No. 356/23, Dated 07.07.23, U/S 420/468/471 IPC, PS IGI Airport, New Delhi agent Parvinder Chand s/o Sh. Hardip Chand r/o Viii. Chauhara, Distt. Hoshiyarpur, Punjab was arrested on 08.07.2023. Agent Parvinder Chand was arrested and he disclosed that he was working in the instructions of another agent, based outside India namely Gary and that he got the fake
Visa pasted in the passport of pax through Gary.

2.) In FIR No. 395/23, u/s U/S 420/468/471 IPC & 12 PP Act, PS IGI Airport, New Delhi agent Vinod Gupta s/o Sh. Lal Ji r/o Vill. Parsiya, Sukal Gola, Distt. Gorakhpur, UP Age 52 years was arrested on 10.07.2023. Passenger Sukhwinder Singh was promised to be sent to a European Country and a fake Chinese Visa was affixed on his Passport for creating travel history. Agent Vinod Gupta charged Rs.30,000/- for the same on the directions of another agent.

3.) In FIR No. 397/2023, UIS 419/420120B IPC, PS IGI Airport, New Delhi two agents namely 1. Rafique Mohammad s/o Sh. Faizal Mohammad r/o Vill. Mehal Khurd, Nr. Masjid, PS Mehal Kalan, Distt. Bamala, Punjab, Age: 55 yrs, arrested on 12.07.23 & 2. Vinod Kr. Kaushal s/o Lt. Sh. Roshan Lal r/o H. No. 251/1 Vijay Nagar, Jalandhar, Punjab was arrested on 12.07.2023. Both the agents took the Passport of passenger and Rs. 5 lakhs and affixed fake Visa of Bulgaria on it. Further investigation is in progress.

4.) In FIR No. 330/2023, U/s 419/420/120B IPC, 14 Foreigner’s Act &12 PP Act, P.S IGI Airport agent namely Tapan Kanti Chakrobarty s/o Lt. Tajender Lal Chakrobarty r/o C-4/7, Patuli Ghosha Para, PS Patuli, PO Panchasayar, Kolkata, West Bengal, Age 59 years was arrested on 18.07.2023. The accused Tapan Kanti Chakrobarty made the fake Aadhar Card of passenger, on the basis of which pax got made a fresh Passport on that fake identity and charged Rs. 1 lakh for the same. 5.) In FIR No. 214/2023, U/s 420 IPC &12 PP Act, P.S IGI Airport agent namely Pankaj Mann s/o Sh. Sewa Singh r/o H. No. 02, New Shivaji Colony, Hansi Road, Kamal, Haryana Age 25 yrs was arrested on 18.07.2023. The accused Pankaj Mann tore off the pages of passenger’s Passport and also affixed fake stamps of Dubai and U.K. and charged Rs. 11 lakhs for the same. Further investigation is in progress.

6.) In FIR No. 264/23, U/s 420/468/471/120B IPC, PS IGI Airport agent namely Gurpreet Singh@ Goldy s/o Sh. Nirmal Singh r/o Vil!. Sheikhpura, Teh. Jaura Chhitran, Distt. Gurdaspur, Punjab Age 43 years was arrested on 21.07.23. The agent Gurpreet Singh @ Goldy took Rs. 12.5 lakhs and provided a fake PR Card of Italy to the passenger in Baku with the help of
another agent namely Ali. Further investigation is in progress.

7.) In FIR No. 84/2022 Dated 05.03.22 U/s 420/468/471 IPC & 12 Passport Act, P.S IGI Airport agent namely Palwinder Singh Tuma s/o Sh. Udham Singh Tuma r/o H.NO. 307, Gali No. I, Ward No. 9, Gobind Nagar, Jalandhar, Punjab Aged 54 years was formally arrested on 28.07 .23. Accused Palwinder Singh Tuma disclosed that he arranged and stamped the passports of passengers with fake Immigration stamp in lieu of money. Further investigation is in progress.

8.) In FIR No. 435/2023 U/s 419/420/468/471/120B IPC & 12 PP Act, PS IGI Airport agent namely Sunil A s/o Sh. Arjunan r/o Jyonil, Dhamodar Nagar, Ezahakode, Traivandrum, Kerela was arrested on 30.07.23. In the present case, agent Sunil A gave new Passport to the passenger, made on the fake identity of someone else and charged Rs. 1.50 lakhs for the sam urther
