The PIB Fact Check team has debunked a viral WhatsApp message claiming that the Finance Act 2025 withdraws Dearness Allowance (DA) hikes and Pay Commission benefits for all retired government employees.
The message spread widely on social media. The government’s fact-checking unit labelled it as false.
According to PIB, the Finance Act 2025 makes no such provision. The confusion arose from a specific amendment to Rule 37(29)(c) of the Central Civil Services (Pension) Rules, 2021, which applies only to a limited group of individuals.
The government amended the rule to cover PSU employees absorbed into service and later dismissed for misconduct.
PIB clarified that this change does not impact regular central government pensioners or retirees.
A PIB release from May 2025 confirmed the modification. It said the change aligns with a Supreme Court order issued in January 2023.
The ruling had directed a review of pension rules concerning absorbed PSU employees facing disciplinary action.
Officials emphasised that the update was administrative and narrowly focused, not part of any broader pension or pay reform.
The clarification aims to dispel misinformation that has caused unnecessary concern among retired employees.
Experts note that people often misinterpret such legal and technical updates. They say these misunderstandings spread quickly on social media.

Government sources urged citizens to verify information through official releases before sharing or acting on it.

The Finance Ministry has not proposed any changes to DA, Pay Commission recommendations, or pension benefits for retired government employees.
Officials confirmed that all entitlements remain unchanged. The episode underscores how targeted amendments, even when legally justified, can fuel misinformation when circulated without context.
