Prime Minister Narendra Modi highlighted the vital role of leadership in driving national progress, stressing the need for a structured approach to developing leaders who can navigate disruptions across various sectors. Speaking at the inaugural session of the two-day School of Ultimate Leadership (SOUL) conclave on Friday, Modi emphasized that effective leadership is crucial not only in politics but also in business, technology, governance, and education.
PM Modi underscored the importance of preparing leaders who are equipped to face the challenges of a rapidly changing world. He stated, “SOUL will be an institution to develop critical thinking, risk-taking, and a solution-driven mindset in individuals.

In the coming times, leaders emerging from this institute will be ready to work amidst disruptive changes.” The focus, he added, would be on nurturing leaders who can drive progress in the face of uncertainties.
The event also saw Bhutan’s Prime Minister Dasho Tshering Tobgay attend as a special guest, where he lauded PM Modi’s governance, drawing comparisons to the Bodhisattvas. He attributed wisdom, courage, and compassion to Modi’s leadership, and expressed a desire for guidance in transforming Bhutan’s bureaucracy through SOUL.
Tobgay praised Modi for lifting 30 crore people out of poverty and positioning India on the path to becoming a ‘Viksit Bharat’ (developed India). He also highlighted Bhutan’s ambitious Gelephu Mindfulness City (GMC) project as a model of sustainability, acknowledging the significant support Modi has provided. “GMC will be the legacy of two enlightened leaders, strengthening Bhutan-India relations and creating global opportunities,” Tobgay noted.
In a bid to further strengthen ties between the two nations, Tobgay extended an open invitation to India’s business community to invest in the GMC project. The initiative is set to serve as a model for sustainable development, bringing long-term benefits to both Bhutan and India.
As the SOUL conclave unfolds, the collaboration between India and Bhutan, exemplified by the discussions on leadership and the GMC project, promises to foster stronger bilateral relations and create new opportunities for both countries.
