Indian intelligence agencies have warned that hoax bomb threat cases are likely to rise in the coming months, particularly with multiple state elections approaching.
Officials say the pattern mirrors previous disruptions, with schools and airlines among the primary targets over the past year.
The airline industry was especially impacted, as repeated threat calls led to flight recalls and rescheduling, resulting in heavy financial losses.
An Intelligence Bureau official described the tactic as a low-cost operation for Pakistan’s Inter-Services Intelligence, or ISI, requiring minimal investment but causing widespread panic.
According to another official, the ISI is expected to rely heavily on Khalistan-linked elements to amplify such operations. These are allegedly tasked with creating fear across various states.
Earlier this week, the Ahmedabad Crime Branch arrested an individual identified as Biswas for issuing threat calls to schools and lower courts in the name of the Khalistan movement.
He had emailed a school in Gujarat, warning of a bomb attack, and claimed the state would become the next Khalistan. Investigators are examining whether he acted alone or as part of a larger network.
Poll-Bound States on Security Radar
Officials say the ISI is also preparing a broader strategy for poll-bound states, including West Bengal.
Beyond hoax calls, intelligence inputs suggest plans for an extensive disinformation campaign. The campaign may exploit sensitive issues such as the Special Intensive Revision to spread false narratives about voter rights.
Security agencies believe West Bengal, Assam and Tamil Nadu are particularly vulnerable due to intense political contests and existing sensitivities.
Attempts to disturb communal harmony through manipulated messages are anticipated, officials said.
Agencies have reportedly detected signs of local modules being activated ahead of the polls. Groups such as Harkat-ul-Jihadi Islami are under watch.
Officials also linked the alleged escalation to Pakistan’s intent to avenge Operation Sindoor.
Elections are scheduled in West Bengal, Tamil Nadu, Assam, Kerala and Puducherry between May 7 and June 15. The Election Commission of India is expected to announce the dates soon.
Agencies warn that vigilance during this period will be critical.
