PM Narendra Modi met Vietnamese Prime Minister Pham Minh Chinh on the sidelines of the 2025 BRICS Summit in Rio de Janeiro, Brazil.

PM Modi shared a photograph from the meeting on X, writing, “Had a good conversation with PM Pham Minh Chinh of Vietnam on the sidelines of the BRICS Summit in Brazil.”

This marked their first in-person engagement since Vietnam joined BRICS as a participant in January 2025.

Deep-rooted ties and historical legacy

India and Vietnam share a longstanding and warm relationship, officially designated as a Comprehensive Strategic Partnership in 2016.

The historical foundations of the relationship trace back to mutual admiration between Mahatma Gandhi and Vietnamese President Ho Chi Minh, who exchanged messages during their respective struggles for independence.

India played a key role as Co-Chairman of the International Commission for Supervision and Control, formed under the Geneva Accord of 1954.

Full diplomatic ties were established on January 7, 1972, and the relationship has continued to evolve across various sectors.

Comprehensive strategic partnership strengthens

The elevation of ties to a Comprehensive Strategic Partnership took place during PM Modi’s 2016 visit to Vietnam.

In 2020, India and Vietnam adopted a “Joint Vision for Peace, Prosperity and People” during a virtual summit between PM Modi and then-Vietnamese PM Nguyen Xuan Phuc.

High-level exchanges have remained a constant feature of the partnership.

PM Modi held a telephonic conversation with Communist Party General Secretary Nguyen Phu Trong in April 2022, and met his successor, To Lam, in September 2024.

The state visit of Vietnamese PM Pham Minh Chinh to India in 2024 significantly boosted bilateral engagement.

The latest meeting in Rio further reaffirms both nations’ intent to deepen cooperation across areas such as trade, defence, education, energy, and regional security.

As BRICS expands its reach and relevance, India and Vietnam appear poised to align more closely within multilateral frameworks, strengthening not just bilateral ties but also their shared commitment to regional stability and prosperity.
