The United States has removed the Indira Gandhi Atomic Research Center, Bhabha Atomic Research Center, and Indian Rare Earths from its Entity List. These entities were earlier subject to export controls for specific goods from US companies.
On Wednesday, the US Bureau of Industry and Security (BIS) announced that this decision aims to advance US foreign policy objectives. It is expected to reduce barriers to advanced energy collaboration, including joint research, development, and technology cooperation.
Strengthening US-India Nuclear Cooperation
The BIS highlighted the growing collaboration between the two countries in peaceful nuclear research and development. “The United States and India share a commitment to advancing peaceful nuclear cooperation,” it stated. The move reflects strengthened science and technology cooperation that has benefitted both nations and their global partners.
Principal Deputy Assistant Secretary of Commerce for Export Administration Matthew Borman said the removal would deepen cooperation in critical minerals and clean energy supply chains. He emphasized this action aligns with the broader strategic goals of the US-India partnership.
The US initially placed these and other Indian organizations on the Entity List after India’s May 1998 nuclear tests. In 2015, nine Indian entities were removed, including Bharat Dynamics Ltd. (BDL), four subordinates of the Defense Research and Development Organization (DRDO), and four Indian Space Research Organization (ISRO) units.
Some entities were also delisted in 2010 during President Barack Obama’s first India visit.
The BIS added 11 Chinese organizations to the Entity List on the same day. Ten were listed for advancing China’s military modernization with artificial intelligence research. Another was added for its role in developing lithography technology for advanced integrated circuits with military applications.
