Dr. Jitendra Singh, Union Minister of State (Independent Charge) for Science and Technology, declared on Monday that the new BioE3 (Biotechnology for Economy, Environment, and Employment) policy is a game changer. He believes it will elevate India to a global leadership position.
The Union Cabinet, led by Prime Minister Narendra Modi, approved the BioE3 Policy on Saturday. The policy aims to enhance high-performance biomanufacturing within the Department of Biotechnology. Its goal is to accelerate India’s shift towards green growth and achieve a Net Zero carbon economy.
Singh explained, “The new Bioeconomy policy introduced by the Modi Government is poised to make India a global leader in the coming years.” He emphasized that the policy will bring a transformative change to India’s manufacturing sector. It will stimulate the economy, drive innovation, create jobs, and strengthen environmental commitments.

The Science and Technology Minister highlighted that the policy seeks to transition from traditional consumption practices to advanced, regenerative biomanufacturing. This shift marks a significant step toward a cleaner, greener, and more prosperous India.
Singh noted that India’s bio-economy has seen impressive growth. It surged from $10 billion in 2014 to over $130 billion in 2024, with projections reaching $300 billion by 2030. He stated that this growth underscores India’s strong economic progress and positions the country as a leader in the 4th industrial revolution.
He added, “The BioE3 Policy will accelerate this growth trajectory. It will significantly contribute to the ‘Make in India’ initiative by promoting the development of bio-based products with minimal carbon footprints.”
Additionally, Singh pointed out that the policy addresses critical global issues such as climate change and dwindling non-renewable resources. It encourages a shift from chemical-based industries to sustainable bio-based models. The policy will foster a circular bio-economy, achieve net-zero carbon emissions, and support the development of bio-based products while expanding job creation.
Furthermore, Singh highlighted that the policy will play a crucial role in large-scale manufacturing of products like mRNA-based vaccines and proteins. He also mentioned that Bio-AI hubs will drive innovation by using AI to analyze extensive biological data. This approach will pave the way for new gene therapies and food processing solutions.
Importantly, the policy will generate substantial employment opportunities, especially in tier-II and tier-III cities, where bio-manufacturing hubs will be established.
