Can Pakistan’s $3 Billion Bond Deal Really Signal Recovery As Political Risks Rise?

Pakistan has raised $3 billion through a dual-tranche Eurobond issue, marking its largest-ever transaction in the international capital markets.

Islamabad has presented the bond sale as a sign of renewed investor confidence in the country’s economic recovery.

The borrowing terms highlight concerns over Pakistan’s financial and political risks.

Pakistan will pay 7.5 per cent on the five-and-a-half-year bonds and 7.9 per cent on the 10-year securities.

The yields indicate that while international investors are prepared to lend to Pakistan again, they continue to demand higher returns to compensate for the risks associated with the country.

According to The Times of Israel, an article by Italian geopolitical expert Sergio Restelli points to growing internal pressures across Pakistan.

Balochistan continues to face insurgency and repression, while Pakistan-occupied Kashmir has witnessed deadly unrest.

Khyber Pakhtunkhwa remains under significant security pressure, while Sindh faces growing disputes over water, resources and provincial autonomy.

These tensions surfaced in the Sindh Assembly last week, where legislators clashed for four days over proposals for new provinces and administrative units.

The Pakistan Peoples Party opposed any division of Sindh, while MQM-P, PTI and Jamaat-e-Islami legislators called for greater administrative decentralisation.

Opposition legislators accused the PPP government of using fears over the division of Sindh to divert attention from corruption. They blamed the government for weak governance and limited devolution of powers.

The article described the political confrontation as part of a broader struggle over control of Sindh’s water, land and natural resources. It questioned the influence of Islamabad and the Punjab-dominated political and security establishment over Pakistan’s provinces.

Water remains one of the most contentious issues. Downstream Sindh has long alleged that Punjab takes a disproportionate share of the Indus River system.

Plans for six canals connected to agricultural development in Cholistan further intensified tensions in 2025.

The controversy brought together the PPP, Sindhi nationalists, lawyers, farmers and civil society groups against the project.

The Sindh Assembly unanimously rejected the proposal, while the dispute reached Pakistan’s National Assembly and Senate.
