Delhi High Court Issues Guidelines On Smartphone Use In Schools

The Delhi High Court has issued new guidelines regarding the use of smartphones in schools, allowing students to carry them, but under controlled circumstances.

The court emphasized that schools cannot completely prohibit smartphones, as no significant negative consequences have been observed from their use so far.

Conditions For Smartphone Use In Schools

Justice Anup Jairam Bhambhani, while issuing the guidelines, stated that schools should not restrict smartphones but should ensure proper monitoring if students bring them.

Schools must provide a system for students to deposit their phones at the time of entry and retrieve them at the end of the school day.

This policy ensures security while enabling students to keep their phones for personal and safety reasons.

The court also highlighted that schools should restrict smartphone use if it interferes with discipline or the academic environment.

Additionally, it stated that schools must limit phone use in common areas and especially in school vehicles to prevent distractions or misuse, such as recording without consent.

Empowering Schools With Flexibility

The court has also allowed schools to implement policies suited to their specific needs.

Schools can, for instance, permit limited smartphone use during certain times or events or impose stricter bans in particular zones.

This flexibility ensures that the policies align with each school’s unique environment.

The High Court recommended that schools educate students about digital etiquette and responsible smartphone usage.

With this guidance, the court ensures a balance between embracing technology and maintaining discipline in educational settings.

Context Of The Ruling

This judgment follows a petition filed by a student challenging previous restrictions on smartphones in schools.

The ruling also follows earlier advisories by Delhi’s Directorate of Education and CBSE recommending restrictions on mobile phone usage in school premises.

In conclusion, the court’s decision reflects a forward-thinking approach that balances technological benefits with the need for discipline and safety within the educational system.
