Allahabad HC Directs UPPSC To Allow Petitioner A Scribe For PCS Main Exam

The Allahabad High Court has directed the Uttar Pradesh Public Service Commission (UPPSC) to allow petitioner Sameer Khan to use a scribe during the PCS Main Examination scheduled on June 29, 2025.

The court also asked the Commission to submit a compliance report within a week. The court has scheduled the next hearing in the case for July 14, 2025.

Justice Dr YK Srivastava issued the order while hearing a petition filed by Sameer Khan, represented by advocate Prabhash Pandey.

Petitioner suffers from Chronic Neurological condition

Advocate Pandey informed the court that the petitioner suffers from Right-Hand Focal Dystonia, a chronic neurological disorder also known as ‘Writer’s Cramp’.

This condition causes involuntary muscle contractions, especially while writing or performing specific motor tasks.

The petitioner cited the Supreme Court’s judgment in the Vikas Kumar case and argued that authorities have allowed individuals with similar disabilities to use a scribe in competitive exams.

Therefore, the court was requested to grant the same relief.

Commission agrees to comply with Supreme Court norms

Appearing on behalf of UPPSC, advocate RB Singh stated that the Commission would comply with the Supreme Court’s guidelines and permit the petitioner to use a scribe.

Taking note of this, the High Court directed UPPSC to officially allow Sameer Khan to use a scribe for the upcoming exam and submit details of the compliance within a week.
