In a first a woman IRS officer turned herself into a man. The officer is serving as Joint Commissioner in the regional bench of Customs, Excise and Service Tax Appellate Tribunal (CESTAT), Hyderabad.
As per the claims, this is first case of gender change in the Indian Civil Services.
In a ground breaking decision the Ministry of Finance has accepted the request of M. Anusuya for change of her name to M. Anukathir Surya and gender from female to male. In an order issued by the Ministry, authorities have said that office will address her as ‘Mr M. Anukathir Surya’ instead of ‘Ms M. Anukathir Surya’. “The request of Ms M. Anusuya has been considered. Henceforth, the officer will be recognised as ‘Mr M. Anukathir Surya’ in all official records,” the order released on July 9, read.

In December 2013, woman IRS officer began working as an Assistant Commissioner in Chennai. In 2018, M. Surya received a promotion to the position of Deputy Commissioner.
Surya graduated from Chennai’s Madras Institute of Technology with a bachelor’s degree in electronics and communication. In 2023, Surya completed postgraduate diploma in Cyber Law and Cyber Forensics.
In its ruling in the NALSA case on April 15, 2014, the Supreme Court acknowledged the existence of a third gender and declared that gender identification is a matter of personal choice, independent of a person’s decision to have sex reassignment surgery (SRS).
The officers praised the order as “progressive”, saying that this sets a historic precedent for gender inclusivity reflecting a positive shift in attitudes towards gender diversity in India.
