VK Pandian’s Swift Ascent: From Bureaucrat To Odisha Cabinet Within Just 24 Hours

VK Pandian, a former private secretary to Odisha Chief Minister Naveen Patnaik, has been granted a cabinet minister rank in the state government shortly after taking voluntary retirement from government service. His swift rise as the Chief Minister’s aide had drawn criticism from the state’s opposition, accusing him of leveraging his position for political advantages.

Pandian, an Indian Administrative Services (IAS) officer of the 2000 Odisha cadre, began his career as the sub-collector of Dharmagarh in Kalahandi district in 2002. He later served as the collector of Mayurbhanj district in 2006 and Ganjam district in 2007. It was during his tenure in Ganjam that he developed a close association with the Chief Minister, who hails from the same district.

In 2011, VK Pandian joined the Chief Minister’s Office (CMO) and has since served as Naveen Patnaik’s private secretary. In 2019, when Mr. Patnaik assumed office as Chief Minister for the fifth time, Pandian was entrusted with the additional role of ‘5T secretary,’ overseeing transformative initiatives in government departments.

Pandian’s actions drew significant attention from the state’s Opposition, particularly the BJP and Congress, who called for his resignation to enable him to “officially join the BJD” (Biju Janata Dal, the ruling party in Odisha). The criticisms escalated when Pandian held 190 meetings across the state to address public grievances.

His resignation on Monday was welcomed by both the Congress and the BJP. Congress MP Saptagiri Ulaka suggested that Pandian might eventually become the Chief Minister of Odisha, emphasizing the intricate power dynamics in the state. Congress MLA SS Saluja welcomed his decision and indicated that his entry into the BJD could be beneficial for the opposition, particularly the Congress.

The BJP’s chief whip, Mohan Majhi, claimed that Pandian’s resignation marked a move toward a political career, enabling him to engage in politics openly rather than from the vantage point of a bureaucrat. Majhi predicted that Pandian might not gain widespread acceptance among the people of Odisha.

An official order from Odisha’s General Administration and Public Grievance Department today appointed VK Pandian as the chairman of the state government’s 5T (Transformation Initiatives) and Nabin Odisha scheme, granting him a cabinet minister rank.
