UP Budget 2026–27 Reflects Fiscal Strength And Strategic Vision, Says Dr Rajeshwar Singh

Uttar Pradesh tabled a record ₹9,12,696.35 crore Budget for FY 2026-27 in the Assembly on its third sitting day.

Finance Minister Suresh Kumar Khanna presented the financial statement, marking the tenth Budget under Chief Minister Yogi Adityanath’s leadership.

Sarojininagar MLA Dr Rajeshwar Singh described the Budget as a comprehensive and forward-looking framework for inclusive and sustainable development. He further stated that the document reflects decisive governance and strategic clarity rather than a mere statement of receipts and expenditure.

Dr Singh emphasised that the Budget size has increased by nearly 12.9 per cent over the previous financial year. He said the expansion signals fiscal strength and sustained growth momentum in India’s most populous state.

The government has proposed over ₹43,565 crore for new schemes. It has earmarked more than ₹2 lakh crore for infrastructure creation and economic consolidation.

The allocation, however, aims to stimulate large-scale employment and asset formation. The state has committed 19.5 per cent of the total outlay to capital expenditure, reinforcing its focus on long-term productive capacity.

The Budget assigns 12.4 per cent to education and 6 per cent to medical and health services. It, however, allocates 9 per cent to agriculture and allied activities to enhance farm incomes and rural prosperity.

Dr Singh noted that the state has aligned its fiscal framework with the 16th Finance Commission’s recommendations.

The government has capped the fiscal deficit at 3 per cent for FY 2026-27, with the limit to remain in place until 2030-31. He highlighted disciplined debt management.

The debt-to-GSDP ratio, inherited at 29.3 per cent in 2016-17, declined to 27.9 per cent by 2019-20.

Dr Singh asserted that the Budget strengthens youth empowerment, farmer welfare, women’s advancement and entrepreneurial growth. He stated that focused investment in infrastructure, industry, education, healthcare and agriculture will accelerate Uttar Pradesh’s march towards a trillion-dollar economy.

Quoting Eleanor Roosevelt, he remarked that governments must prioritise ideas and long-term policy over trivial criticism.

He further concluded that Uttar Pradesh is advancing firmly on the path of development, good governance and self-reliance, and that the FY 2026-27 Budget will stand as a landmark reform document.
