Sarojini Nagar MLA Rajeshwar Singh Proposes Multi-Institutional Innovation Hub Near IIM Lucknow

Sarojini Nagar MLA Rajeshwar Singh has proposed the establishment of a Multi-Institutional Innovation Hub and Start-up Facilitation Centre near Indian Institute of Management Lucknow to promote innovation-led entrepreneurship in Uttar Pradesh.

The proposed centre aims to create a coordinated ecosystem that supports start-ups from ideation to scale, aligning institutional, administrative and financial mechanisms under one roof.

Key Discussions at IIM Lucknow

The proposal emerged during a recent academic event at IIM Lucknow, where Dr Singh attended as the Chief Guest. During his visit, he held detailed discussions with the institute’s Director, Professor MP Gupta, on strengthening the state’s start-up and innovation ecosystem.

The deliberations highlighted the structural challenges faced by early-stage entrepreneurs and the need for institutional convergence to address them effectively.

Barriers Confronting Start-ups

The discussions underscored that many innovators struggle in the initial stages due to limited access to finance, credit facilitation hurdles, regulatory approvals, statutory compliances, procedural clearances, mentorship gaps, and technology validation issues.

Addressing these bottlenecks through a single-window facilitation framework was identified as a key objective of the proposed hub.

Institutional and Financial Convergence

The envisioned Innovation Hub would bring together major Uttar Pradesh government departments, including IT and Electronics, MSME, Industrial Development, Higher Education, the Startup and Innovation Cell, and Invest UP.

It would also integrate national initiatives such as Start-up India, MUDRA, CGTMSE and SIDBI-backed schemes, alongside partnerships with banks and financial institutions.

Learning From Global Innovation Models

Dr Singh cited global examples such as BLOCK71, Cambridge Innovation Centre, Israel Technology Incubators Program, Pangyo Techno Valley and the Silicon Valley ecosystem in the United States to illustrate how integrated innovation centres can become engines of employment, investment and enterprise creation.

He emphasised that such an initiative could transform Uttar Pradesh’s youth from job seekers into job creators and innovation leaders.
