Union Minister for Labour and Employment, Dr. Mansukh Mandaviya, emphasized the government’s dedication to fostering a supportive environment for job creation and economic growth. On Tuesday, during a meeting with representatives from employers’ organizations in New Delhi, he highlighted the significance of the Employment-Linked Incentive (ELI) scheme in achieving an inclusive India.
Dr. Mandaviya stressed the importance of collective efforts from the government, businesses, and workers to accomplish this goal. He stated, “Employment generation is a top priority for the government, and the ELI scheme is a crucial step in the right direction. We are committed to working closely with stakeholders to design a scheme that is robust, inclusive, and aligned with the needs of the economy.”
The ELI scheme, introduced in the Union Budget 2024-25, is a mission-mode initiative aimed at generating over two crore jobs within two years. The scheme seeks to motivate businesses to create more employment opportunities and ensure meaningful, sustainable jobs for the country’s youth.

During the meeting, Dr. Mandaviya invited feedback from the organizations on the ELI scheme’s formulation. He assured the participants that such discussions would continue, as the government values their insights in developing policies that promote fairness, inclusivity, and equitable growth.
The meeting included representatives from various employers’ organizations, such as CII, FICCI, Assocham, PHDCCI, AIOE, Laghu Udyog Bharati, ICSI, FASII, AIAI, AIMO, SCOPE, and EFI. These representatives shared their perspectives on the ELI scheme and other labor welfare measures being implemented by the government.
In the Union Budget, three job-linked incentive schemes were announced as part of Prime Minister Narendra Modi’s package of five initiatives. These schemes aim to facilitate employment, skill development, and other opportunities for 4.1 crore youth over five years, with a central outlay of Rs 2 lakh crore.
