FCRA Amendment Bill: Congress’ KC Venugopal Demands Withdrawal, Bill Sent To JPC

Congress MP KC Venugopal on Wednesday said the Opposition wanted the Foreign Contribution (Regulation) Amendment Bill, 2026, withdrawn, after the government moved to refer it to a Joint Parliamentary Committee (JPC).

The Lok Sabha accepted the government’s resolution to refer the Bill to the JPC amid massive uproar by Opposition members.

Venugopal said the Bill had been introduced at the last minute, with the session scheduled to conclude on Thursday. He said the Lok Sabha Secretariat informed members at noon that Union Home Minister Amit Shah would move the Bill, but Shah was absent and Minister of State for Home Affairs Nityanand Rai moved the resolution instead.

Venugopal said the government had chosen to send the Bill to the JPC rather than pushing it through amid the uproar, but maintained that the Opposition’s demand was for its withdrawal. He also alleged that the proposed legislation targeted minorities and organisations working in health and education, while claiming that the RSS receives donations from across the world through registration.

The remarks came after the government formally moved the resolution for detailed parliamentary scrutiny of the proposed amendments.

The JPC will comprise 21 Lok Sabha members and 10 members from the Rajya Sabha.

As per the resolution, the committee will submit its report to the Lok Sabha by the last day of the first week of the Winter Session 2026.

The resolution also recommends that the Rajya Sabha join the Joint Committee and communicate the names of its members to the Lok Sabha.

Nityanand Rai moved the motion to refer the Foreign Contribution (Regulation) Amendment Bill, 2026, to the JPC.

The decision came as Opposition members continued to disrupt the House and raise objections to the legislation.
