FCRA Amendment Bill 2026: 31-Member JPC Formed, Sanjay Jaiswal Named Chairperson

A 31-member Joint Committee of Parliament (JPC) has been constituted to examine the proposed Foreign Contribution (Regulation) Amendment Bill, 2026. The move marks the next stage of legislative scrutiny of the contentious legislation, officials said.

According to a Lok Sabha bulletin issued on Thursday, Bharatiya Janata Party (BJP) MP from Bihar’s Bettiah, Sanjay Jaiswal, has been appointed chairperson of the panel by Lok Sabha Speaker Om Birla. The committee comprises 21 Lok Sabha members and 10 Rajya Sabha members.

The panel will examine the provisions of the proposed FCRA amendment. It will consider changes before the Bill advances further through Parliament.

The committee has 14 BJP members and five from the Congress. The Janata Dal-United, Trinamool Congress and Dravida Munnetra Kazhagam have two members each.

The Samajwadi Party, Indian Union Muslim League, Shiv Sena, Nationalist Congress Party-Sharadchandra Pawar, Nationalist Congress Party and Telugu Desam Party have one member each.

BJP members from the Lok Sabha include Bhartruhari Mahtab, Tejasvi Surya, Kamlesh Jangde, Mukeshkumar Chandrakaant Dalal, Nishikant Dubey, Vishnu Dayal Ram, Ananta Nayak and Arvind Dharmapuri.

The Congress is represented by Anto Antony, Captain Viriato Fernandes, Muhammed Hamdullah Sayeed and Kali Charan Munda.

The Bill was referred to a joint committee on August 12 following strong protests from opposition parties. They had alleged that the proposed amendments could adversely affect minorities and non-governmental organisations and demanded withdrawal of the legislation.

The government rejected the allegations, maintaining that the proposed amendments do not discriminate against minorities. It further challenged opposition parties to identify any provision in the Bill that amounted to such discrimination.
