Dr Dinesh Sharma Calls For Water Audit To Tackle Growing Water Crisis

Rajya Sabha MP and former Uttar Pradesh Deputy Chief Minister Dinesh Sharma described the water crisis as a serious and evolving issue while speaking during Zero Hour in Parliament. He suggested implementing a water audit system to enable a scientific evaluation of water availability, demand and management.

Sharma stated that water scarcity is no longer limited to seasonal variations but has developed into a broader policy, environmental and social concern. He warned that the crisis could also hinder economic growth and social development in the future.

He noted that rising temperatures are intensifying water shortages across several regions. The effects are visible on farmers, ecosystems and urban populations alike.

The MP pointed out that excessive extraction of groundwater has become a major issue. He said that the rate of depletion has already surpassed natural recharge levels, making the situation unsustainable.

He added that farmers are facing increasing difficulties, as even deep borewells are failing to supply sufficient water for irrigation.

Urban Water Stress and Exploitation

Referring to the well-known couplet by the poet Rahim, Sharma said it reflects the seriousness of the present situation. He observed that large cities are witnessing severe water shortages, particularly during the summer months.

He also highlighted that tanker operators often exploit the situation, leading to financial strain on citizens.

To address the crisis, Sharma outlined four major recommendations. He called for stricter regulation of water distribution systems to control illegal practices such as hoarding and profiteering.

He stressed that rainwater harvesting should be made compulsory and effectively enforced to improve groundwater levels.

He also proposed the introduction of water audits at the district level to ensure scientific planning and efficient use of water resources.

Finally, Sharma recommended creating a centralised mechanism to resolve inter-state water disputes within a defined timeframe. He said such a system would ensure better coordination and long-term water security.

These suggestions, he added, are essential to address the growing crisis and safeguard the country’s future water needs.
