Disrupting The Governor’s Address Undermines Democratic Traditions, Says Dr Rajeshwar Singh

The Budget Session of the Uttar Pradesh Legislature commenced in Lucknow on Monday, with the state budget scheduled for presentation on February 11.

The opening day, however, witnessed disruption as opposition legislators staged protests even before the Governor’s customary address to the House.

Members of the Samajwadi Party raised slogans inside the Assembly. They disrupted proceedings ahead of the constitutional address to protest against the Yogi Adityanath-led government.

The disturbance prevented the House from maintaining its usual decorum at the start of the session.

Reacting sharply to the developments, Sarojininagar MLA Dr Rajeshwar Singh questioned the role and conduct of the opposition.

Through public statements, he described the disruption of the Governor’s address as unacceptable. Through social media posts, he called the act contrary to democratic values.

Dr Singh underlined that the Governor’s address forms an integral part of constitutional procedure.

Interrupting it without hearing its contents, he said, undermines parliamentary traditions and weakens the dignity of democratic institutions. He stressed that such conduct reflects disregard for established legislative norms.

Dr Singh further acknowledged that protest remains a constitutional right of the opposition.

However, he asserted that dissent must be expressed through debate, reasoned argument, and factual scrutiny. He rejected disorder, sloganeering, or obstruction of proceedings as legitimate forms of protest.

According to him, protest without listening cannot qualify as constructive politics.

Dr Singh further noted that the Assembly functions using public funds and represents the highest forum of democratic decision-making in the state.

Disrupting its proceedings, he argued, amounts to misuse of taxpayers’ money and erodes public trust in elected representatives. He cautioned that repeated disruptions damage the credibility of legislative institutions and distance citizens from democratic processes.

In his view, the strength of democracy lies in meaningful discussion and dialogue, not in chaos.

Calling for a responsible opposition, Dr Singh urged political parties to engage positively. He said they should first listen, then analyse, and finally challenge the government within constitutional limits.

Dr Singh emphasised that a healthy democracy requires a vigilant yet disciplined opposition that contributes to governance through scrutiny rather than spectacle.

Concluding his remarks, Dr Rajeshwar Singh stated that noise and confrontation do not strengthen democracy. He reiterated that dialogue and reasoned debate form democracy’s true foundations, modern.

Dr Rajeshwar Singh stressed that adherence to constitutional conventions sustains a robust and mature system.
