Criticism Must Be Respectful To Strengthen Democracy, Says PM Modi At AIPOC

Prime Minister Narendra Modi on Monday called for respecting differing viewpoints and promoting criticism with dignity in legislatures, while emphasising the growing role of technology in enhancing transparency and accountability in democratic processes.

In a message to participants of the three-day 86th All India Presiding Officers’ Conference (AIPOC), which began in Lucknow, the Prime Minister said the conference serves as an important platform for Presiding Officers of Parliament and State legislatures to exchange perspectives and experiences on legislative practices and Constitutional values.

He noted that the forum also enables them to share concerns, best practices, and initiatives aimed at improving legislative efficiency and democratic functioning.

Greeting Lok Sabha Speaker and AIPOC Chairman Om Birla for organising the event, PM Modi highlighted the importance of technology in the present era.

“In today’s digital age, technology is a proven force multiplier. It continues to be relevant in strengthening transparency, efficiency, and citizen-centric legislative processes,” he said.

The Prime Minister added that technology plays a vital role in optimising the capacity of legislators and making elected representatives and legislatures more accountable and accessible to citizens.

He expressed hope that deliberations at the conference would further enhance the effectiveness and efficiency of Presiding Officers and improve the quality of debates and discussions in legislative Houses.

AIPOC’s Century-Long Legacy

Recalling the history of AIPOC, PM Modi said it was particularly pleasing that the conference followed the conclusion of the 28th Conference of Speakers and Presiding Officers of the Commonwealth (CSPOC) hosted by the Indian Parliament.

He noted that since its inception in Shimla in 1921, AIPOC has evolved significantly, recalling his participation in the Centennial Conference held in Shimla in 2021.

Stressing the importance of debates and discussions in a democracy, he said these promote transparency, fairness, and respect for differing viewpoints and criticism with dignity.

He underlined the crucial role played by Speakers and Presiding Officers in ensuring the smooth, impartial, and orderly functioning of legislative bodies, maintaining decorum and upholding the integrity of democratic processes.
