A High-Level Committee (HLC), under the chairmanship of Union Home Minister Amit Shah, approved multiple mitigation, recovery and reconstruction projects with a total outlay of Rs 4,645.60 crore.
These projects will benefit nine states: Assam, Kerala, Madhya Pradesh, Odisha, Rajasthan, Uttar Pradesh, Bihar, Chhattisgarh, and Andhra Pradesh.
The Ministry of Home Affairs stated, “To realise Prime Minister Narendra Modi’s vision of disaster-resilient India, the Ministry is providing full support to states and UTs.”
The HLC, which includes the Finance Minister, Agriculture Minister, and Vice Chairman of NITI Aayog, considered proposals for financial assistance from the National Disaster Mitigation Fund (NDMF).
The HLC approved a Rs 692.05 crore project for the restoration and rejuvenation of 24 wetlands across nine districts of Assam along the Brahmaputra river system.
Central support will cover Rs 519.04 crore (75%), with the state contributing Rs 173.01 crore (25%).
The project aims to enhance wetland capacity, improve flood resilience, protect aquatic ecosystems, and boost economic growth via fisheries development.
This initiative serves as a pilot to establish a flood-proof Brahmaputra valley, addressing long-term conservation and disaster mitigation goals.
The HLC approved UFRMP Phase-2 for 11 cities, including Bhopal, Bhubaneswar, Guwahati, Jaipur, Kanpur, Patna, Raipur, Thiruvananthapuram, Vishakhapatnam, Indore, and Lucknow, with an outlay of Rs 2,444.42 crore.
Funded largely by the Centre (90%) and states (10%), the programme focuses on structural and non-structural interventions, including interlinking water bodies, stormwater management, flood protection walls, erosion control, and early warning systems.
For Guwahati, a dedicated flood mitigation project of Rs 200 crore was approved, with Rs 180 crore from the Centre, employing both nature-based and conventional solutions.
The HLC approved Rs 1,270.79 crore for Assam and Rs 260.56 crore for Kerala to support post-flood and landslide recovery, following the 2022 floods and Wayanad landslide in 2024, respectively.
Earlier approvals include Uttarakhand (Rs 1,658.17 crore), Sikkim (Rs 555.27 crore), and Himachal Pradesh (Rs 2,006.40 crore) for disaster reconstruction.
The additional assistance complements funds released under the State Disaster Response Fund (SDRF) and National Disaster Response Fund (NDRF).
For 2025-26, the Centre released Rs 13,578.80 crore to 27 states under SDRF and Rs 2,024.04 crore to 12 states under NDRF.
The Centre has released Rs 4,412.50 crore from the State Disaster Mitigation Fund (SDMF) and Rs 372.09 crore from the NDMF to support states in disaster preparedness and mitigation.
These measures strengthen India’s disaster management framework, enhance resilience against floods, landslides, and other natural hazards, and ensure sustainable recovery and reconstruction in affected regions.
