Prime Minister Narendra Modi on Saturday urged BRICS countries to jointly prepare a 10-point plan to reform global governance and increase the Global South’s participation in international decision-making.
Speaking during the ‘Inclusive Global Governance and Strengthening Multilateralism’ session in New Delhi, PM Modi argued that the present international system gives disproportionate influence to a small group of countries.
PM Modi said developing nations frequently face the consequences of international crises without having an adequate role in determining global responses. He called for a structural transformation of international institutions and said the existing ‘pyramid of privilege’ should give way to a ‘platform of partnership’.
The Prime Minister proposed that BRICS members work together on 10 reform proposals and convert them into a common roadmap before the next summit.
“To this end, I propose that we jointly formulate 10 proposals for global governance reform, aiming to shape them into a BRICS reform roadmap by the time of the next Summit,” he said.
PM Modi outlined representation, responsiveness and rule-making as the three major pillars that should guide the proposed reform exercise. He argued that UN Security Council reform requires a defined timeline and said international financial institutions should reflect current economic realities through appropriate voting rights and leadership representation.
Under responsiveness, PM Modi proposed establishing a ‘Seafarers Emergency Support Network’ to improve the speed and effectiveness of collective emergency assistance. He stressed that countries must receive equal opportunities to influence rules governing emerging technologies.
The Prime Minister said BRICS should use the reform process to build a more inclusive and balanced global system.
