BRICS Summit 2026: PM Modi Calls For Global South To Shape International Rules

Prime Minister Narendra Modi on Saturday called for a stronger role for the Global South in shaping international decisions and institutions.

Speaking at the BRICS Summit’s opening session on ‘Inclusive Global Governance and Strengthening Multilateralism’ in New Delhi, PM Modi pointed out that developing nations remain heavily affected by global crises while having limited influence over the decisions that address them.

PM Modi called on BRICS members to work together on 10 proposals covering global governance reform and turn them into a common roadmap before the next summit.

The Prime Minister placed reform of the United Nations Security Council among the major priorities for the proposed roadmap. He called for negotiations to follow a definite timeline and deliver clear outcomes, while arguing that international financial institutions should better reflect the economic contribution of countries driving global growth.

PM Modi said the roadmap should concentrate on three areas: representation, responsiveness and rule-making. He further urged BRICS to equip young diplomats and policymakers from Global South countries with practical expertise in negotiations and international law.

“We must strive to transform the Global South from a ‘rule-taker’ into a ‘rule-shaper.’ Through BRICS, we can provide negotiation skills, practical training, and legal expertise to young diplomats and policymakers from Global South nations,” he said.

The Prime Minister identified artificial intelligence, cyberspace, outer space, biotechnology and critical technologies as areas where countries must participate equally in developing future rules. He further drew attention to seafarers, who play a crucial role in sustaining international trade but can face difficulties without adequate support during emergencies.

PM Modi proposed a ‘Seafarers’ Emergency Support Network’ to strengthen assistance for seafarers during challenging situations. He further said BRICS could help create a more balanced international system by ensuring that countries across the Global South gain a meaningful voice in shaping global policies and rules.
