BHASHINI, NITI Aayog Join Hands To Build Voice-First AI For Public Services

India is advancing multilingual, voice-first artificial intelligence solutions aimed at inclusive governance and citizen-centric public service delivery, according to an official statement.

The Digital India BHASHINI Division (DIBD) and NITI Aayog have signed a Statement of Intent (SoI) to collaborate on developing such solutions under the BHASHINI for Seva/Sanchalan initiative.

According to the IT Ministry, the partnership will leverage BHASHINI’s multilingual AI ecosystem to integrate AI-powered language technologies across NITI Aayog’s digital platforms and services.

The collaboration will enable citizens to access government information and services in their preferred Indian languages, strengthen communication between the government and citizens, and promote multilingual operations in public service delivery. It will also facilitate multilingual access to NITI Aayog services through BHASHINI’s language translation APIs and reference applications, while supporting the development and continuous improvement of translation models.

Language technologies will also be integrated into digital platforms, document management systems and communication workflows.

The initiative builds on NITI TARA (Toolkit for Analysis, Review and Action), which aims to transform data into action at the grassroots level.

With more than 200 capacity-building sessions conducted across the country, NITI TARA has empowered over 4,000 district and block officials to use data-driven insights for evidence-based decision-making.

Another key component is SMRITI (System for Meeting Recording, Information and Transcription Interface), developed in collaboration with BHASHINI. It automates meeting minutes and enables multilingual translation, improving operational efficiency and inclusiveness at the last mile.

The partnership will also support sector-specific reference applications and voice bots, while strengthening language technology for specialised terminology.

Through BHASHINI Sahayogi, BhashaDaan will support linguistic data collection, curation and dissemination, with officials and citizens encouraged to contribute text, audio and video samples.
