At the 56th annual meeting of the World Economic Forum (WEF) in Davos, the Adani Group presented an ambitious investment roadmap of $66 billion (approximately ₹6 lakh crore) for Maharashtra, marking one of the largest state-focused investment proposals announced on a global platform this year.
The plan was formalised through multiple memoranda of understanding signed with the Maharashtra government.
The proposed investments will be rolled out in phases over the next decade and will span sectors such as aviation, clean and transitional energy, city infrastructure, digital platforms and advanced manufacturing.
The strategy aims to reinforce Maharashtra’s position as India’s strongest state economy while enhancing its standing among leading regional economies worldwide.
Speaking to the media in Davos, Maharashtra Chief Minister Devendra Fadnavis said the state welcomes long-term investors whose priorities align with Maharashtra’s development agenda.
He noted that sustained capital inflows play a critical role in job creation, skill development and maintaining economic momentum.
Echoing this view, Pranav Adani, Director of Adani Enterprises Limited, said the group’s Maharashtra investments reflect a long-term vision.
He added that the focus over the next seven to ten years would be on building future-ready infrastructure platforms that support economic growth, energy transition and digital expansion.
Urban transformation forms a central pillar of the investment plan. The Dharavi redevelopment project is being positioned as a large-scale, inclusive city transformation model. Meanwhile, the Navi Mumbai International Airport, operational since December 25, 2025, is emerging as a new growth hub.
The greenfield, multi-modal aviation centre will accelerate logistics, commercial and hospitality activity across the Mumbai Metropolitan Region. The region is home to nearly 25 million people.
The roadmap also includes the development of a dedicated integrated arena and commercial zone near the airport.
The proposal places strong emphasis on sustainable energy and digital infrastructure.
Plans include green integrated data centre parks with a combined capacity of around 3,000 MW, alongside 8,700 MW of pumped storage hydro projects. Coal gasification initiatives and proposed semiconductor and display fabrication facilities also feature prominently.
Together, the $66 billion investment portfolio places Maharashtra at the centre of the Adani Group’s next phase of growth. It highlights a growing reliance on integrated platforms and long-term capital. It also signals how India’s infrastructure-led development may increasingly draw on global partnerships.
