Trump Signs NDAA To Boost US-India Strategic Ties

The NDAA calls for broader bilateral and multilateral military engagement with India, including increased participation in joint exercises, enhanced defence trade, and closer collaboration in humanitarian assistance and disaster response.

Maritime security is specifically highlighted as a priority area for deeper US-India cooperation.

In addition, the law mandates a joint assessment under the United States-India Strategic Security Dialogue on nuclear liability rules, reinforcing long-term strategic collaboration.

The Secretary of State will establish a recurring consultative mechanism with India to monitor the implementation of the 2008 civil nuclear agreement, align domestic nuclear liability rules with international norms where possible, and develop joint diplomatic strategies for civil nuclear cooperation.

The NDAA requires the State Department to report to Congress within 180 days of enactment and annually for the next five years, covering India-related defence initiatives, Russia’s military cooperation with India, and Russia’s broader military posture affecting the Indo-Pacific.

A significant regional step includes authorising the creation of an Ambassador-at-Large for the Indian Ocean Region.

The Ambassador-at-Large will coordinate US diplomatic efforts across Indian Ocean countries and counter China’s malign influence.

Further, the Act provides $1 billion for the Taiwan Security Cooperation Initiative and includes measures to prevent Chinese military companies from bypassing US restrictions through third-party nations.

Support for US Military Personnel

Beyond strategic initiatives, the NDAA also addresses service member welfare, authorising a 3.8 per cent pay increase and allocating funding for housing, healthcare, and childcare.

The law also protects civilian defence employees, highlighting its comprehensive approach to both operational readiness and personnel support.

Passed annually for over six decades, the NDAA sets the framework for US defence policy and spending priorities.

The FY2026 version formally enshrines expanded military, nuclear, and regional engagement with India within US defence legislation, signalling a strengthened strategic partnership and a continued commitment to a free and open Indo-Pacific region.
